There are numerous problems that Afghanistan encounters. One of the biggest problems that have ingrained itself in government of Afghanistan, which can be seen on a daily basis, is corruption. It affects people's lives in many ways. The predominant area where corruption is felt to be most harmful is probably the delivery of basic public services. For almost every little thing a citizen could demand from a state like ID card, driving license or any other document, you will have to pay a bribe. Millions of dollars get lost in the maelstrom of corruption.
Throughout the 15 years, high levels of corruption and bad governance have seriously thwarted the international community's efforts to stabiles Afghanistan. Millions of dollars, which were supposed to be spent on reconstruction and development of the country, were misused and wasted. Regrettably, corruption is no longer considered a taboo in the Afghan society; it has manifested itself in the society as an accepted norm.
A dysfunctional police and judiciary are allowing impunity for the corrupt.
Less than half of the victims who report incidents of violence or crime in Afghanistan rated the judiciary as the most corrupt institution in the country.
The state is failing to deliver basic services to the citizens. It is very shocking that the total cost of bribes that are paid to public officials amounted to 3.9 billion dollars. Moreover, most of the members of the parliament run large private business in the name of their relatives.
People who do not have money to bribe the government institutions cannot get their work done which has been a major problem. Even if they complain to the higher institutions of government who are responsible to sort the problem out, their voice cannot be heard because the government itself is corrupted. Its how indigent people live in such a bad situation that they even cannot get their basic rights. On the other hand, the government who is badly corrupted enjoys the higher standard of living and run businesses inside and outside of Afghanistan. The only people who suffer are indigent population.
Corruption takes time but immediate steps must be taken to curb its devastation it causes. It is not solely the government's duty to reduce the corruption but also it's the responsibility of the people. If the people have unity, they can bring tremendous changes into the country by not bribing the government institutions and stand against such unjust work.

You have described the situation. But you have not shed light on what you mean by corruption.
